The proceedings of yesterday were read and approved.

Mr. Davis presented the petition of Wm. H. Brown,
Asbery Henry and twenty-five others in favor of Local Option
and making the sellers of intoxicating liquor and renters of
premises on which the same are sold responsible for all
damages resulting from such sales.

Which was read and referred to the Committee on Tem-
perance.

Also,

The petition of Reuben, H. Wineholt, Stephen Miller and
twenty-five other citizens of Baltimore county, in favor of
Local Option and of a law making sellers of spiritous liquors
responsible for damages resulting from the sale of the same.

Which was read and referred to the Committee on Tem-
perance.

Mr. Denson presented the petition of the President and
Secretary of the Association and members of the Board of
Directors of the German Orphan Asylum of Baltimore city,
asking an appropriation to aid said Institution.

Which was read and referred to the Committee on Finance.

Mr. Steiner presented the petition of Henry Baker, A. A.
Sappington and seventy-four others, citizens of Liberty and
Johnsville Districts in Federick county, living along the
Liberty and Pipe Creek Turnpike Road, protesting against
the passage of a law compelling the Liberty and Pipe Creek
Turnpike Road Company to remove the Toll-gate at Johns-
ville.

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Stevens presented the memorial of Boss and Journey-
man Barbers of the city of Baltimore.

Which was read and referred to the Committee on Judicial
Proceedings.

Mr. Phelps submitted the following message to the House
of Delegates.

BY THE SENATE,

February 18th, 1874.
Gentlemen of the House of Delegates:

We have received your message "proposing the appoint-
ment of a Select Committee of three on the part of the House,
and two on the part of the Senate, to communicate with the
Governor of Virginia, on the subject of the Potomac Fish-
