Mr. Billingsley submitted the following message :

BY THE SENATE,

January 15th, 1874.
Gentlemen of the House of Delegates:

We have received your message, proposing that the Com-
mittees on Education of the two Houses, be authorized to act
as a Joint Standing Committee on Education, and concur
therein.

AUGUSTUS GASSAWAY,

Secretary.

Which was read, assented to, and sent to the House of
Delegates.

On motion by Mr. Blake,

Leave was granted to the Committee on Judicial Proceed-
ings, to report a bill relative to Husband and Wife.

On motion by Mr. Steiner,

Leave was granted to the Committee on Corporations, to
introduce a bill, entitled, " An Act to incorporate the Fred-
erick City Superphosphate Manufacturing Company."

On motion by Mr. Getty,

Leave was granted to Messrs. Getty, Aydelotte and Spen-
cer, to introduce a bill, entitled, " An Act to grant donations
to Garrett county, for the use of Academies and Schools."

On motion by Mr. Phelps,

Leave was granted to Messrs. Phelps, Claggett and Tuck,
to introduce a bill, entitled, "An Act to amend Section 1 of
the Acts of 1867, Chapter 153, passed March 19th, 1367, en-
titled, 'An Act to repeal Chapter 247, passed January Ses-
sion, 1864,' entitled, 'An Act to add an additional Section
to Article XXX of the Code of Public General Laws, relating to
crimes and punishments, and to amend and re-enact the same,
so as to include Dorchester county."

On motion by Mr. Lloyd,

Leave was granted to the Committee on Judicial Proceed-
ings, to report a bill, entitled, "An Act to authorize Henry
C. Lay, Bishop of the Diocese of Easton, as such in the Pro-
testant Episcopal Church, in the United States of America,
his successors in office, and his and their assigns, to hold a
lot or parcel of land conveyed to him by William Goldsbo-
