Monday of May, in the year eighteen hundred and

 

seventy-four, two members from each ward, and at

 

the first meeting of said council after the election

 

and qualification of the members thereof, they shall

 

be formed into said two classes; the first class shall

 

go out of office at the end of one year from the first
