A bill entitled "An Act to establish a State Board of
Health,

Being on second reading,

Mr. Phelps submitted the following amendment:

Add after "Governor" in section 1, line 1, the words "by
and with the advice and consent of the Senate."

Which was adopted.

Mr. Fields moved to refer the said bill to the Committee
on Finance.

Mr. Tuck moved to postpone said bill until Tuesday next.

The question being upon Mr. Fields' motion to refer the
bill to the Committee on Finance,

It was determined in the negative.

The vote then recurring upon Mr. Tuck's motion to post-
pone until Tuesday next,

It was adopted.

The Senate bill entitled "An Act to repeal section 78 of
Article XV. of the Code of Public Local Laws of Maryland,
title Montgomery county, sub-title Rockville, and to re-enact
the same with amendments,"

Was considered and laid over.

The Senate bill entitled "An Act to amend the charter of
the city of Cumberland, by repealing certain sections of
Article I. of the Code of Public Local Laws, also sub-sections
of the Acts of 1874, chapter 121, and to re-enact the follow-
ing in lieu thereof,"

Was read the third time and passed by yeas and nays
