866 JOURNAL OF PROCEEDINGS [Mar. 13,

Mr. Watkitis, Chairman of the Committee on Ways and
Means, reported unfavorably,

A hill entitled an Act to refund Maria E. Davis, wife of
Henry Davis, a lunatic, of Garrett county, moneys paid by
her husband in May, 1870, for a license to keep a hotel in Oak-
land, in said county, out of her money, said license not
having been used.

The unfavorable report was adopted.
Also, favorably,

A bill entitled an Act to appropriate a sum of money to
pay L. F. Colton & Co., for paper furnished, and for print-
ing, binding and distributing the Report of the Board of
State School Commissioners, for the year 1872, as per order
of the Governor, in compliance with the Act of 1872, chap-
ter 377, sub-chapter 12, section 11.

Which was read a first time.

Mr. Brown, from the Committee on Inspections, reported
without amendments,

The bill entitled an Act to add additional sections to Arti-
cle 4, of the Code of Public Local Laws, entitled " City of
Baltimore," providing for the appointment of one General
Inspector and four Assistant Inspectors of Flour, and de-
fining their duties; said new sections to be added to said
Article, under the sub-title " Flour."

Which, was considered.

Mr. Stewart, of Howard, Chairman of a Select Committee,
reported favorably,

A bill entitled an Act to provide for the general valuation
and assessment of property in this State.

Which was read a first time.

Mr. Maclin, Chairman of a Select Committee, reported
favorably,

A bill entitled an Act to regulate the sale of intoxicating
liquors in the fourth election district of Howard county.

Which was read a first time.

Mr. Etchison, Chairman of a Select Committee, reported
favorably,

A bill entitled an Act to authorize the President and Com-
missioners of Bladensburg, in Prince George's county, to
dispose of public property.

Which was read a first time.
