The bill entitled an Act to extend the limits of Baltimore
City, by including and annexing a part or portion of Balti-
more county in and to the said city, and to provide for taking
a vote of the people residing in said part or portion to be so
annexed, for or against such annexation,

Being upon a second reading,

Mr. Seth moved that the House do now go into Commit-
tee of the Whole.

The Speaker decided that under Rule 49 of the House, the
motion was out of order.

Mr. Seth appealed from the decision of the Chair.
The question then being,

"Shall the decision of the Chair stand as the judgment of
the House?"

It was decided in the affirmative.

Mr. Buchanan moved that the further consideration thereof
be postponed, and said bill be made the order of the day for
Thursday next, March 5th,

The question recurring upon concurring in the motion,

Mr. Turner, of Baltimore county, demanded the previous
question.

The question then being,

" Shall the main question be now put ?"

It was decided in the negative.
