Mr. Latchford submitted the following order:

Ordered, That no member of this House be allowed to-
speak longer at a time than fifteen minutes, without a two-
third vote of the members present.

Which was rejected.

Mr. 'Brace submitted the following order:

WHEREAS, It appears that the cost of the Comptroller's
Office to this State, in the year 1866, was $7,000, and the
cost thereof in the year 1872 was $12,700, being an increase
of $5,700.

And whereas, It is of importance to the public to ascertain
the reason for, and justice of this large increase ; therefore,

Ordered, That the Comptroller of the Treasury furnish to
this House a list of the Clerks regularly employed by him
in the year 1873, with their names and the amount of com-
pensation actually paid them ; also, a statement showing the
amount of printing done by his order during said year, by
whom done, and the actual amount paid therefor; also, a
statement of the temporary clerical assistance employed by
him during said year, with the names of parties employed
as temporary Clerks, and the amount actually paid for their
services; also, the amount actually expended by him as
travelling expenses during said year in performance of the
duties imposed on him by law.

And further ordered, That said several statements be fur-
nished within ten days from this date.

Which was read.

Mr. Keech moved to lay the order on the table.

The question recurring upon concurring in the motion,

Mr. Brace demanded the yeas and nays.

The demand being sustained, the yeas and nays were
called, and appeared as follows:
