Allegany county.

Mr. Miller, Chairman of a Select Committee, reported
favorably.
A bill entitled an Act to repeal an Act passed at January
session, 1872, chapter 67, entitled an Act to prevent swine
from running at large in the streets, lanes and alleys con-
tigous to Burkittsville, in Frederick county, and to re-enact
the same with amendments.

Mr. Glotfelty, from a Select Committee to whom leave
was granted to introduce a bill providing for the location of
the county seat of Garrett county, at Oakland, submitted
the following
MINORITY REPORT.
The undersigned, the minority of a Committee to which
was referred the bill offered by Mr. West, locating the
connty seat of Garrett county at Oakland, being absent on
business when the-Majority Report was offered, begs leave to
report:
That he is forced to dissent from the majority of the Com-
mittee, for the reason that this bill arbitrarily designates
the county seat without recourse by the people, and if passed
by the General Assembly, will surely cause dissatisfaction.
That, in his opinion, the legitimate scope of legislation in
this vital matter, is easily comprehended by all intelligent
law-makers being confined to providing for an election, at
which the people of Garrett county may decide by ballot
their choice for county seat, and that the present bill looks
to the abridging of the liberties of the people of Garrett
county. Since the Honorable Senator from Garrett, with the
sanction of the Executive, has introduced a bill into the Sen-
ate, which provides for a fair and equitable settlement of
this question by the people of Garrett county themselves,
he therefore most earnestly recommends that the present
bill do not pass.
