county to organize an effective police force near Baltimore
City.

On motion of Mr. Fowler,

Leave was granted to the Baltimore county delegation to
introduce a bill to repeal section 63, of Article 3, of the Pub-
lic Loral Laws, title "Baltimore County,' sub-title ''County
Commissioners," and re-enact the same with amendments.

The Secretary of the Senate delivered the following mes-
sage :

BY THE SENATE,

January 27th, 1874.
Gentlemen of the House of Delegates.:

We have received your message in relation to the election
of Police Commissioners, and respectfully concur therein.

By order,

AUGUSTUS GASSAWAY,

Secretary.
. Which was read.

Mr. Buchanan, Chairman of the Committee on Manu-
factures, to whom was referred the Senate bill entitled an
Act to limit the hours of labor in this State for all minors
under sixteen years of age,

Eeported the same without amendment.
The bill was then read a second time.

Mr. Clark, Chairman of the Committee on Pensions, re-
ported unfavorably on the bill entitled an Act to authorize
the Comptroller to audit and settle the claims for pensions of
Elizabeth E. Shanks and Mary Cullender, of St. Mary's
county.

Mr. Chiton moved to substitute the original bill for the
Ueport of the Committee.

Pending which,

On motion of Mr. Freaner,
The further consideration thereof was postponed, and

The bill recommitted to the Committee on Pensions, with
instructions to report a bill, in which all applications for pen-
sions, favorably passed upon by the Committee, be reported
in a general bill for the consideration of this House, and also
report a hill paying such pensions.

Mr. Brace, Chairman of a Select Committee, reported
favorably,
