Deaf and Dumb, at Frederick city, be referred to the Com-
mittee on Ways and Means.

That so much of said message as recommends an Appro-
priation for the Education of the Deaf, Dumb and Blind
Colored Children of this State, be referred to the Committee
on Education.

That so much of said message as relates to the Maryland
Inebriate Asylum, and to the Washington Cemetery, be re-
ferred to the Committee on Ways and Means.

That so much of said, message as relatca to Believing from
the Imposition of the Tax upon Collateral Inheritances, the
Devises and Bequests of the late Johns Hopkins, to the
University and Hospital bearing his name, be referred to the
Committee on Ways and Means.

That so much of said message as relates to the Railroads
and Canals in the State, other than the Baltimore and Ohio
Rail Road, and the Chesapeake and Ohio Canal, be referred
to the Committee on Internal Improvements.

That so much of said message as refers to the Punishment
of Defaulters to the State by Imprisonment in the Peniten-
. tiary be referred to the Committee on the Judiciary.

That so much of said message as relates to Insane Con-
victs, Conditional Pardons, the Execution of Felons, the
Revision of Criminal Laws, in the matter of Sentences and
the Jurisdiction of Justices of the Peace in Criminal Cases,
and to the number of said Justices in Baltimore city, be re-
ferred to the Committee on the Judiciary.

That so much of said message as relates to the Incarcera-
tion of Persons in Lunatic Asylums, without formal legal
proceedings, and in regard to the condition of Lunatics
generally in this State, be referred to the Committee on the
Judiciary.

That so much, of said message as relates to the Testimony
of Medical Experts, and to making Good Friday a Legal
Holiday, be referred to the Committee on the Judiciary.

That so much of said message as relates to Garrett County,
be referred to the Committee on the Judiciary.

That so much of said message as relates to Monies Re-
ceived from the United States and paid into the State-
Treasury, be referred to the Committee on Federal Re-
lations.

That so much of said message as relates to the Proceedings
and Report of the Commissioners appointed by the State of
