Mr. Fowler submitted the following message :

BY THE HOUSE OF DELEGATES,

January 14th, 1874.
Gentlemen of the Senate :

We bave'received your message requesting the appoint-
ment of a Joint Committee, to consist of two members on the
part of the Senate, and three members on the part of the
House of Delegates, whose duty it shall be to visit the Mary-
land Hospital, at Spring Grove, Baltimore county, and to
report to the two Houses the condition of said Institution,
the manner in which it is conducted, and what steps are
necessary to protect the State's interest therein, and concur
therein.

We have appointed on the part of the House of Delegates,
Messrs. Fowler, Loane and Clark.

Which was read, assented to, and sent to the Senate.

The Secretary of the Senate delivered the following mes-
sage:

BY THE SENATE,

January 14th, 1874.
Gentlemen of the House of Delegates:

We propose, with the concurrence of your Honorable Body,
the appointment of a Joint Special Committee of five, two
on the part of the Senate, and three on the part of the
House, to visit the House of Refuge and the Maryland
Penitentiary, and to examine into their condition, the man-
ner in which they are conducted, and to report to the two
Houses.

We have appointed on the part of the Senate, Messrs.
Blake and Aydelotte.
