Mr. Gill moved that the House do now proceed to the elec-
tion of Speaker.

Which was decided in the affirmative.

Mr. Loane nominated Hon. Jesse K. Hines, of Kent.

Mr. Duer nominated Hon. John A, Koons, of Frederick.

Mr. Seth moved to submit certain papers for the consider-
ation of the House.

The Speaker decided that all motions were out of order
until the House was duly and properly organized.

Mr. Seth appealed from the decision of the Chair.

The question then recurring upon the decision of the
Chair,

It was sustained.

On motion of Mr. Cooper,
The nominations for Speaker were closed.

The Chair appointed Mr. Freaner and Mr. Gill to act as
tellers.

The election for Speaker was then proceeded with.

Upon the call of the roll, it appeared that eighty-three
members were present.

Upon counting the ballots, it appearing that
Hon. Jesse K. Hines had received 54 votes.
Hon. John A. Koons had received 20 votes.
Eight blank ballots being cast.

The Speaker pro tem, declared that the Hon. Jesse K.
Hines having received a majority of all the votes cast, was
duly elected Speaker of the House of Delegates.

Mr. Keech moved that a committee of two be appointed
to conduct the Speaker to the Chair.

The Speaker pro tem, appointed Mr. Fowler and Mr. Kemp
said Committee, who conducted the Speaker elect to the Chair.

Whereupon the oath of office was duly administered by the
Speaker pro tem.

The Speaker then delivered the following address, which,
upon motion of Mr. Hart, was ordered to be entered on the
Journal: -

Gentlemen of the House of Delegates:

Under much embarrassment I rise to thank you for the
very great honor which you have just conferred upon me.
