thousand dollars, be and hereby is appropriated to be paid to
the President and Visitors of the Maryland Hospital, to be
used for protecting the foundations of said buildings, and im-
proving the grounds immediately in connection thereto.
Sec. 4. And be it enacted, That the Treasurer, on the warrant
of the Comptroller, shall disburse the several sums of money
hereby appropriated to or upon the order of the President
and Visitors of the Maryland Hospital; provided, that this
amount shall be paid by the Comptroller on the order of the
President and Visitors; and provided, said order is appended
to an itemized statement on every account.
Sec. 5. And be it enacted, That for the purpose of paying
the debts of the said Asylum, and providing for the expendi-
tures provided in this Act, namely, sixty-three thousand dol-
lars, a fund is hereby created to be called "The Maryland In-
sane Asylum Fund," and that the State Treasurer is hereby
directed to issue registered bonds, or certificates of debt of
the State, to an amount not exceeding sixty-three thousand dol-
lars, to be countersigned by the Comptroller, in the name and
in behalf of the State of Maryland, which bonds shall bear in-
terest at the rate of six per centum per annum, payable
semi-annually, on the first days of January and, July, in
each and every year, and be redeemable in not less than ten
nor more than fifteen years, at the pleasure of the State, and
which said bonds shall be exempt from State, municipal and
county taxation, and shall not be sold for less than par value,
exclusive of all commissions, and the proceeds passed to the
credit of the Maryland Insane Asylum Loan, and the same to
the extent of sixty-three thousand dollars, is hereby appro-
priated for the purpose of paying the subsisting debt of said
institution, to the amount of fifty-three thousand dollars,
and the balance is hereby appropriated for the purpose of the
necessary grading around said buildings, and putting the
grounds in order.
Sec. 6. And be it enacted, That fo the purpose of providing
for the payment of the interest on the loan hereby created,
and for the further purpose of creating a sinking fund for the
final redemption of the bonds or certificates of debt to be
issued under the provisions of this Act, the sum of one-eighth
of one per cent, on the hundred dollars, is hereby levied
upon the whole taxable property of this State.
Sec. 7. And be it enacted, That the Governor, Comptroller
and the Treasurer of the State, be and each of them is hereby
requested and directed to visit, from time to time, the Mary-
land Hospital, and to examine its condition morally, medi-
cally and financially, and that the Treasurer and Comptroller
report to the Governor its general condition.
Sec. 8. And be it enacted, That this Act shall take effect
from the date of its passage."
