SECTION 1. Be it enacted by the General Assembly of Mary-

 

land, That Charles A. Wells, Joseph R. Owens, Charles H.

Welsh, Edwin Devlin, Jr., Charles H. Long, John Fainter, Jr.,

erect school

W. W. Maloney, John F. Hickey, W. H. Richardson and

 

James C. Rogers be and they are hereby constituted a building

 

committee for the purpose of purchasing a lot or lots, and erect-

 

ing and furnishing in the town of Hyattsville, Sixteenth Elec-

 

tion District, Prince George's County, Maryland, a public

 

school building to be used for public school purposes for the

 

pupils from Hyattsville and its vicinity, free from any charges

 

for instruction therein whatever.

 

SEC. 2. And be it enacted, That of the aforesaid building

 

committee five members shall constitute a quorum, and the con-

currence of five of them shall be necessary for the decision of

 

any or all questions which may arise in the discharge of their

 

duties ; and all vacancies occurring in said building committee,

 

whether from death, resignation, refusal to act or otherwise,

 

shall be filled by the School Commissioners of Prince George's

 

County.

 
   

SEC. 3. And be it enacted, That the said building committee

 

be and they are hereby authorized in their discretion to sell

speedily as possible, if for any reason it is not deemed by them

 

expedient to erect said school house on the site of the present

 

school house of the town of Hyattsville, purchase a lot or lots,

 

and procure and adopt a plan and specifications for the erec-

 

tion of said school house; and when adopted said committee

 

shall invite sealed proposals by advertisements for a reasonable

 

time, for the erection of said school building, which proposals

 

shall be sent in sealed envelopes in care of the School Examiner

 

of Prince George's County, addressed to the said committee,

 

and shall be publicly opened on a day and at the hour named in

 

said advertisements ; said proposals setting forth the amount

 

of money for which the parties proposing will complete the

 

building according to the specifications and plans and the time

 

or times at which payment therefor shall be made and the time

 

when said building shall be completed ; and the said building

 

committee shall award the contract to the lowest responsible

 

bidder upon such bidder giving bond to the Board of County

 

School Commissioners in such penalty as said committee shall

 

determine, conditioned for the faithful performance of the
