of the highways, roads, streets, sidewalks or alleys in said

town, and may condemn or purchase the right of way for any

far as may be, to the condemnation of property for roadways

by the Commissioners of Carroll County, as authorized by

law ; for the removal of nuisances ; for the removal of obstruc-
|

tions from the streets, lanes and alleys ; for the establishment

of firearms, fire crackers, torpedoes and other explosives ; for

ments ; for the suppression of gambling, vice and immorality ;

for apprehending and punishing all tramps and vagrants ; they

may pas's all ordinances necessary from time to time to carry
|
 
|
out and enforce the foregoing provisions, and to give full force
|
 
|
and effect to the powers and authority conferred on said cor-
|
 
|
poration, and may enforce such ordinances by reasonable lines
|
 
|
and penalties, not exceeding twenty-five dollars in any one
|
 
|
case, as may appear to them right ; they may recover said fine
|

or penalty by an action of debt, and, in addition thereto, may

provide in the ordinance for the imprisonment of the offender
|
 
|
until the fine is paid, not exceeding thirty days, such imprison-
|
 
|
ment to be in the town lockup, if one be provided, or in the
|
 
|
county jail; and the Sheriff of Carroll County shall receive and
|
 
|
confine any person so committed.

|
SEC. 8. And be it enacted. That the Mayor and Common
|
Water works,
electric light,
|
Council of Sykesville shall have full power to provide for the
|

introduction of water, electric light or gas into said town, and
|

to effectuate such object may contract with or grant unto any
|
 
|
other corporate body, public or private, or to any individual
|
 
|
or partnership the right of franchise within the limits of said
|
 
|
town for the purpose of operating a passenger railway, water
|
 
|
works or electric light plant, the granting- of such franchises to
|
 
|
be regulated by the ordinances of the said Mayor and Common
|
 
|
Council ; and also may grant the right to lay conduits or water
|
 
|
mains through the streets, alleys or highways of said town ;
|
 
|
and authority is hereby given said Mayor and Common Council
|
 
|
to condemn private property, if the same should become neces-
|
 
|
sary for the operation of the aforesaid franchise; said con-
|
 
|
demnation ptoceedings to be in accordance, with the general
|
 
|
laws of the State of Maryland as are in such cases applicable
|
 
|
thereto ; and also to construct, purchase and operate an electric
|
 
|
light plant or water works for the benefit of the town whenever,
