of the highways, roads, streets, sidewalks or alleys in said

 

town, and may condemn or purchase the right of way for any

 

street or alley which they may determine shall be opened for

 

the public good, the process of condemnation to conform, as

 

far as may be, to the condemnation of property for roadways

 

by the Commissioners of Carroll County, as authorized by

 

law ; for the removal of nuisances ; for the removal of obstruc-

 

tions from the streets, lanes and alleys ; for the establishment

case, as may appear to them right ; they may recover said fine

SEC. 8. And be it enacted. That the Mayor and Common

Council ; and also may grant the right to lay conduits or water

 

mains through the streets, alleys or highways of said town ;

 

and authority is hereby given said Mayor and Common Council

 

to condemn private property, if the same should become neces-

 

sary for the operation of the aforesaid franchise; said con-

 

demnation ptoceedings to be in accordance, with the general

 

laws of the State of Maryland as are in such cases applicable

 

thereto ; and also to construct, purchase and operate an electric

 

light plant or water works for the benefit of the town whenever,
