tally sheets of their count to the said Commissioners on the

 

day following that upon which the election was held, and the

 

said Commissioners shall immediately announce and publish

 

the result; and if a majority of those voting have given their

 

assent to the ordinance, it shall take effect from the date of the

 

announcement and publication of the result by the said Com-

 

missioners.

 

SEC. 2. And be it enacted, That this Act shall take effect

 

from and after the date of its passage.
