constructed, altered or repaired, without first obtaining a per-

mit therefor from the Board of Health of the said city or town

in which the work is to be constructed or repaired, which per-

mit shall be issued without cost to any licensed master plumber

interested or in any way connected with such work, upon ap-

plication in writing, stating the location of the premises where

such work is to be done, and time at which the work will be

commenced.

of a master plumber; said master plumber must have a store

or shop and place of business on some street or alley in one
