to purchase and keep in repair and preservation a fire engine

 

and apparatus, and to provide for the establishment and main-

 

tenance of fire and water departments ; to license or tax dogs

 

within the corporate limits of Myersville ; to suppress drunk-

 

enness, vice and immorality ; to provide for the maintenance

 

of order and quiet around and upon church property; to

 

punish by fines breaches of the peace, and preserve the peace,

 

order and quiet of the town ; to assess the property within

 

said taxable limits, and to levy and collect taxes thereon nec-

 

essary to Carry into effect the ordinances of the town, said tax

 

not to exceed one dollar on the one thousand dollars; to pro-
