as nearly as may be by metes and bounds, and shall insert a

 

description of said district in two papers of general circulation

 

in said Allegany County once a week for three successive

 

weeks before the first day of August, 1904, and on or be-

 

fore the first day of August, 1904, shall file a copy of said
