CHAPTER 65.

AN ACT to repeal and re-enact Section 16 of Chapter 78 of
|
 
|
the Acts of the General Assembly of 1898, entitled ''An
|
 
|
Act to incorporate the town of Kensington, in Montgom-
|
 
|
ery County, Maryland."
|
 
|
SECTION 1. Be it enacted by the General Assembly of Mary-
|

of the General Assembly of Maryland of the year 1894, en-
|

titled 'An Act to incorporate the town of Kensington, in
|
 
|
Montgomery County, Maryland,' " be and the same is hereby
|
 
|
repealed and re-enacted, so as to read as follows:
|
 
|
1 6. On or before the first clay of June, 1904, and each third
|
 
|
year thereafter, the Council shall appoint three assessors, free-
|
 
|
holders of said town, who shall, under the direction of the said
|
 
|
Council, make an assessment of all the property, real, personal
|
 
|
and mixed, in said town, at a fair cash value at public sale,
|
 
|
as near as they may be able to determine the same, and the
|
 
|
Council shall immediately thereupon levy a tax thereon not
|
 
|
exceeding thirty-five cents on the hundred dollars' worth of
|
 
|
assessable property in any one year, and all taxes so levied
|
 
|
shall be a lien on any and all property of the person or per-
|
 
|
sons against whom they may be levied, and any person may
|
 
|
appeal from the valuation of the said assessors to the Council,
|
 
|
which shall meet on the first Monday in July after said assess-
|

"shall give reasonable notice of said meetings, and shall in-
|

crease or reduce said assessment as they may deem just; and
|

the Council shall once a year, before fixing and deciding upon
|
 
|
the amount of taxes and licenses to be assessed for the ensuing
|
 
|
year. cause to be made out a detailed estimate exhibiting the
|
 
|
items of liability and expenses during said year, and shall
|
 
|
cause the same to be published at least three times once a
|
 
|
week for three consecutive weeks in a newspaper published
|
 
|
in Montgomery Counts , and after hearing and considering
|
 
|
objections thereto bv the owners of said property in said
|
 
|
town, if any such shall be made, shall revise said detailed
|
 
|
estimate and fix and assess for the ensuing year such rate
|
 
|
of taxation, not exceeding thirty-five cents on every hun-
|
 
|
dred dollars' worth of property, as they shall deem neces-
|
 
|
sary, together with other revenues of the town, to meet said
