said Board of County Commissioners is herebv prohibited

 

from paying any supervisor's bill which is not approved by

 

said Road Commissioner ; provided, however, that when any

 

such bill is not approved by said Road Commissioner, such

 

supervisor may demand of the County Commissioners an

 

investigation under oath of witnesses to be by them summoned

 

as to the manner and character of the work done, and in all

 

questions thus arising render the provisions of this section.
