78.                                                    1840.

    The Chair appointed Messrs. John P. Kennedy, John Leeds Kerr and
Richard J. Bowie a committee to report a mode of organizing the
Electors.
        Mr. John P. Kennedy, from said committee, submitted the following
report which was read and concerned in.
            The committee appointed to consider and report upon the proper
mode of organizing the College, recommended that the usual officers,
consisting of a President and Secretary, be elected by ballot: a majority
of the ballots cast to constitute a choice; and that a Messenger
and Door Keeper be appointed by ordinary nomination and vote.
            The Electors present accordingly proceeded to ballot; when
Mr. George Howard was duly elected President on taking the Chair
he briefly addressed the Electors.
            They then proceeded to elect a Secretary by ballot, when
it appeared that Joseph H. Nicholson was duly elected.
            On motion of Mr. John P. Kennedy,
        Mr. Andrew Slicer was appointed Messenger, and Mr. Samuel
Peace, Door Keeper.
            On motion of Mr. James M. Coale,
        The following Preamble and Resolution were submitted and assented
to:
        Whereas, it is understood that no record has been kept
of the proceedings of the Electors of President and Vice President of
the United States, in and for the State of Maryland, except for the
years Eighteen Hundred and Thirty two and Eighteen Hundred and
Thirty six, nor of any of the Forms connected therewith, nor of the
names of the Electors, nor of the persons voted for from time to
time, for PResident and Vice President of the United States by
the Electors duly elected by the People of this State:  And whereas
it is important and proper that the same, so far as practicable,
should obtained and preserved among the Archives of this State:
            Therefore,
        Resolved, that it be respectfully recommended to the General
Assembly of Maryland, to cause to be preserved from the proper office
of the General Government full and authentic copies of so much
of the proceedings of each and every College of Presidential Electors of the
State of Maryland prior to the year Eighteen Hundred and Thirty two,
as may be there found; and to have the same recorded in a Book,
for that purpose to be obtained together with the proceedings of the
Colleges of the years Eighteen Hundred and Thirty two, Eighteen Hundred
and Thirty six, and the present year.
