Roosevelt traveled to Yalta to discuss plans
for peace with Churchill and Stalin. On his
return he reported to Congress . . . "No one
can say exactly how long any plan will last.

Peace can endure only so long as humanity
really insists upon it, and is willing to work
for it - and sacrifice for it." Soon after re-
turning from Yalta, while resting at Warm
Springs, Georgia, Roosevelt died at his desk
on April 12, 1945.
* William J. McWilliams was actually the
assistant to the Secretary of State, appointed
to serve during the absence of Thomas Elmo
Jones. Although he signed the record of the
proceedings of the Electors meeting on
December 18, 1944, as Secretary of State, he
actually held that title for only two days -
February 7 & 8, according to the Maryland
Manual, 1979-1980.
