Truman, the only President to take office in
midst of a war, understood the powers of the
Presidency and was able to lead the nation
smoothly from a war footing to peacetime
economy. Despite great accomplishments on
the world scene, he made enemies at home
and was not expected to win when he ran for
re-election in '48; the voters, however, gave
him a substantial victory.
