same in as complete repair as possible with the
amount of funds in hand, after deducting and paying
a sum sufficient to pay officers salaries and incidental
expenses, and any thing in said original act incon-
sistent with this section is hereby repealed.
SEC. 18. And be it further enacted, That the said
president and directors are hereby authorized and
empowered to establish such rules and regulations
for the charge and collection of tolls from such per-
sons as habitually use said road without passing
through the toll gates thereon, as shall be reasonable
and just, and shall have power to collect the same

before a justice of the peace in an action of debt;
provided, they shall not charge any person so using
said road a greater sum in proportion to the distance
travelled, than they would charge if such person
were to pass through the gates; ana provided further
that no funeral procession or persons passing from
one part of their farm to another part thereof, shall
be chargeable with such tolls.

Proviso.

SEC. 19. And be it further enacted, That the Gene-
ral Assembly reserves the right to amend or alter
this act at pleasure.

take effect from the date of its passage.
