WHEREAS, The State of Maryland is prohibited by
|
 
|
the constitution of eighteen hundred and sixty-
|
Preamble.
|
seven, from lending additional aid to any works
|
 
|
of internal improvement, and the United States
|
 
|
was foremost in commencing the work and en-
|
 
|
couraging others to make investments therein,
|
 
|
and having chief control thereof, from eighteen
|
 
|
hundred and twenty-eight to eighteen hundred
|
 
|
and thirty-seven, and ceasing thereafter to lend
|
 
|
additional aid thereto, has caused the work to
|
 
|
languish, although aid has been rendered to
|
 
|
others, and less meritorious works since that date;
|
 
|
and believing as we do, that it is not only the
|
 
|
duty, but the interest of the Government of the
|
 
|
United States, and the Congress thereof, to come
|
 
|
forward and aid in the completion of this work;
|
 
|
therefore,
|
 
|
 
|
 
|
1. Be it resolved by the General Assembly of Maryland
|
 
|
That our Senators and Representatives in the Con-
|

gress of the United States be, and they are hereby
|
 
|
requested to urge the necessity and importance of
|
 
|
an appropriation to improve the navigation of the
|
 
|
Potomac River from Cumberland, Maryland, to the
|
 
|
mouth of the Savage River in the same State.
|
 
|
2. And be it further resolved, That our Senators and
|

urge an appropriation for the cleaning out of the

|
Eastern Branch of the Potomac, from the City of
|
 
|
Washington in the District of Columbia, to Bladens-
|
 
|
burg, a distance of seven miles, and also for cleaning
|
 
|
out, dredging and deepening the channel of the
|
 
|
Patapsco River, from Light Street Bridge, to Elk-
|
 
|
ridge Landing, near the crossing of the Baltimore
|
 
|
and Potomac Railroad over said river.
