sons before a justice of the peace, and the said

justice have the power to place fines upon said
|
|
|
person according to ordinance bearing on the case;
|
|
|
and in case of failure to pay tine and costs, shall be
|
|
|
committed to the town station house for twenty-four
|
|
|
hours.
|
|
|
SUB-SEC. 7. The said Commissioners of Havre-de-
|
|
|
Grace, shall have the power by ordinance, to prevent
|
|

the gathering of crowds of immoral and disorderly
|
|
|
persons within fifty yards of or on the corners of any
|
|
|
street in the vicinity of any house of public religious
|
|
.
|
worship during time of religious service; and any
|
|
Penalty.

person or persons violating the provisions of this

section, shall be fined not less than five dollars, nor
|
|
|
more than twenty dollars; said penalty to be col-
|
|
|
lected in an action of debt in the name of the State
|
|
|
before any justice of the peace, for the use of said
|
|
|
commissioners for said town.

|
|
SUB-SEC. 8. And be it enacted, That an election
|
|

shall be held in the Town of Havre-de-Grace on the

first Monday in July next, in the same manner as

elections for commissioners of the said town are
|

held, between the hours of twelve o'clock at noon
|
|
|
and six o'clock P. M., at such place as may be

designated by the commissioners of said town, now
|
|
|
in office, for the ratification or rejection of the
|
|
|
amendments and additional sections or sub-sections
|
|
|
to their act of incorporation contained in this act ;
|
|
|
the commissioners shall give at least two weeks

lished in Harford county, and by hand-bills, of the
|
|
|
time and place of holding such election; at said
|
|
|
election, all persons in said town, who have the
|
|
|
qualifications necessary to vote for commissioners of
|

|
said town, may vote by ballot either for the amend-
|
|
|
ments and addition to the act of incorporation herein
|
|
|
contained, or against the same. If the majority of
|
|
|
the ballote cast at the said election have written or
|
|
|
printed upon them the words " for the amendments
|
|
|
and additions to the charter of Havre de Grace,"
|
|
|
then this act shall go into effect on the first day of
|
|
Conditions.

June next; but if the majority of the ballots have
