SUB-SEC. 2. The said Commissioners of Havre-de-

may authorize and compell the bailiff' to kill any
dog or bitch within said town, whose owner cannot
be ascertained, or who shall refuse to pay taxes, fines
and penalties imposed by said commissioners.
SUB-SEC. 4. The said Commissioners of Havre-de-

thoroughfares of the town, after a reasonable notice
to remove the same, and if not complied with, the
said commissioners shall remove at the expense of
the person or persons placing the said obstructions
or nuisance upon said premises designated.
SUB-SEC. 5. The said Commissioners of Havre-de-
