SEC. 2. And be it enacted, That the Grand Jury to
whom the said report shall be made, shall thoroughly	Throughly ex- amine.
examine, maturely consider the same, and present
to the Circuit Court, during its session, their opinion
and views of the same, whether all these expenses
have been legally incurred and levied for, and
whether they can be lessened without. impairing the
well-being of the county, what reforms, legislative
or otherwise, are needed to reduce the county ex-
penses and diminish taxation; and the honorable
court shall make such order in the premises as they
may deem proper.
SEC. 3. And be it enacted, That the presentment
of the Grand Jury, under the preceding section, to-
gether with the report of the county commissioners,
and whatever order the honorable court make in	Shall be filed.
relation thereto, shall be filed, for safe keeping and
reference, with the clerk of the Circuit Court of the
county, who shall at the ensuing March term of the
Circuit Court for the county, and at every March
term thereafter lay the report, presentment and pro-
ceedings had thereon at the preceding September,
term, before the Grand Jury of said March term,
and said Grand Jury shall thoroughly examine and
maturely consider the same, and make to the honor-
able court, during its session, a presentment of their
views and opinions as required in all particulars of
the Grand Jury of the September term, which pre-
sentment and any recommendations accompanying
it and order of the court, if any, shall be filed with
the clerk of the county for future reference and in-
spection.
SEC. 4. And be it enacted, That this act shall take
effect from the date of its passage.	In force.
