as may seem to them necessary for the good govern-
ment of said town, and remove all nuisances and
obstructions in the streets, at the expense of the
parties who wilfully commit such nuisance, or create
such obstruction after having first been duly notified
by the commissioners or bailiffs; all such nuisances
and obstructions as naturally accumulate in streets,
shall be removed at the expense of the corporation.

SEC. 19. And be it enacted, That the said commis-
sioners are hereby empowered to impose fines and
forfeitures for the breach of all such rules, regula-
tions, by-laws and ordinances as may be passed by
them in accordance with the previous sections, which
shall be recovered by and in the name of said com-
missioners in the same manner, and with the same
costs prescribed for the recovery of small debts be-
fore a justice of the peace; provided that no penalty,
fine or forfeiture shall exceed the sum of five dollars.

Impose fines.

SEC. 20. And be it enacted, That the commissioners
of the town of Church Hill, shall have full power and
authority to levy on the real and personal property
in said town, a sum not exceeding twenty-five cents
on every one hundred dollars worth of property in
any one year, and in the same proportion upon any
greater or smaller share of property; and the said
commissioners are hereby further empowered to
levy a tax not exceeding fifty cents on every dog or
bitch belonging to a resident of said town.

SEC. 21. And be it enacted, That all town taxes on
said assessment list, upon any house or parcel of land
within the corporate limits of said town, which is
not in tenancy or occupation of the owner thereof,
may be charged to the tenant or other occupant,

who shall be liable to like process for the payment
thereof as the owner, and it shall be lawful for the
said tenant or other occupant after having paid the
said town taxes upon such property, to deduct the
same from the rent next coming due on said prop-
erty.

SEC. 22. And be it enacted, That it shall be the
duty of the bailiff or bailiffs of said town to collect
all taxes properly levied and due, and pay the same
