LAWS OF MARYLAND.

Shall appoint
assessors.

SEC. 14. And be it enacted, That the commissioners
of said town shall appoint three judicious citizens to
assess all the real and personal property within the
corporation limits of said town of Church Hill dur-
ing the months of May and June of every year, if
in their judgment it be necessary, at a fair valuation.

Make oath.

SEC. 15. And be it enacted, That the citizens ap-
pointed by the commissioners to assess the real and
personal property within the corporate limits of
Church Hill, shall before entering upon the discharge
of their duty, make oath before the commissioners
that they will faithfully and honestly, without preju-
dice or partiality, fear or favor, discharge the duties
of assessors of the real and personal property within
the corporate limits of the town of Church Hill.

Duty of asses-
sors.

SEC. 16. And be it enacted, That the assessors, after
being duly qualified, shall procure a well bound
book in which shall be entered all the assessable
property within the corporate limits of the town of
Church Hill, together with its description and value
and the name of the owner thereof; and the assessors
are hereby empowered to administer an oath to every
person owing real or personal property within said
corporate limits, and in case of refusal to take the
oath or give the necessary information, then it shall
be the duty of said assessors to value the property
in question, by the best information procurable and
by their own judgment; and said assessors shall re-
ceive for their services such sums of money as the
commissioners in their judgment may see fit to allow

May appeal.

SEC. 17. And be it enacted, That any person who
may deem himself aggrieved by said assessment,
may appeal for relief to the said commissioners
within thirty days after the return made by the asses-
sors; and the said commissioners shall have the power
annually to make statements and transfers, and cause
a new assessment to be made according to the pro-
visions of the preceding sections of this act, when-
ever they shall deem it necessary.

Make by-laws.

SEC. 18. And be it enacted, That the commissioners
of Church Hill, or a majority of them, are hereby
empowered to pass all such by-laws and ordinances
