contained shall affect, or be construed to affect, any right or interest
acquired since the passage of said act in any of the lots of
ground hereby excluded from the town of Havre-de-Grace.

                                   CHAP. LVII.
An Act authorising a Lottery to raise a sum of money for building
    bridges over the Conococheague Creek in Washington County.

Passed Jan. 7, 1804.
    1.  BE IT ENACTED, by the General Assembly of Maryland, That
it shall and may be lawful for Nathaniel Rochester, Elie Williams,
Samuel Ringgold, Jacob Schnebly, William Hyser, Martin Kershner
and Jacob T. Towson, or a majority of them, to propose a
scheme or schemes of a lottery for raising a sum of money, not exceeding
five thousand dollars, exclusive of the expense of the said
lottery, and to sell and dispose of the tickets thereof; provided the
said Nathaniel Rochester, Elie Williams, Samuel Ringgold, William
Hyser, Martin Kershner and Jacob T. Towson, or such majority
of them as shall undertake to act under this law, shall, before
the sale or disposal of any ticket or tickets in said lottery, give
their bond to the state of Maryland, in the penalty of ten thousand
dollars, conditioned that they will well and truly apply so much of
the money arising therefrom, within six months after the drawing
of said lottery, as will satisfy the fortunate adventurers for prizes
drawn by them, and after deducting the necessary expenses incurred
in said lottery, shall, within two years from the time of drawing
said lottery, shall, within two years from the time of drawing
said lottery, apply the balance arising from said lottery, in equal
proportions, in building two bridges over the Conococheague creek,
to wit:  One at William's-Port, and one at Ritter's ford.

    2.  AND BE IT ENACTED, That if a majority of the said commissioners
should be of opinion that a safe and permanent bridge 
cannot be erected where the road crosses the said creek at either of
the places above mentioned, they shall have full power and authority
to fix the scites for building either of the said bridges, either up
or down the said creek, within two hundred perches from where the
roads now cross the same at the places above mentioned, an they
shall, immediately after the completion of either of the said bridges,
lay out a road from each end of the bridge, so completed, to intersect
the old road, as the case may be, in as straight a direction as
the nature of the grounds, and the restrictions herein after mentioned,
admit of, not exceeding sixty feet in width, and make return of
plain plots and explanations of the same to the levy court of Washington
county, who are hereby authorised to reject or confirm the
same, and when confirmed, shall cause the same to be recorded
among the land records of Washington county; which said road or
roads shall be opened and improved, and shall be kept in repair,
as all other public roads in said county are by law directed; Provided,
that the said road or roads, so altered, shall not be made to run
through any building, enclosed yard, garden or orchard, without
the consent of the owner.

    3.  AND BE IT ENACTED, That a majority of the said commissioners
shall have full power and authority to agree and contract with
the person or persons over whose lands the said roads so altered
shall pass for the amount of damages hereby sustained, and make
return of such contract or contracts to the levy court of Washington
