Persons to be appointed
to audit
accounts of militia
on the E. Shore.

                                    APPENDIX.

                                        No. 5.
    RESOLVED, That the governor and council be authorised and
empowered to appoint proper and discreet persons in some county
on the eastern shore, to audit, settle and adjust, the accounts of
the militia on the eastern shore, who have been in actual service
since the invasion of this state, and any accounts that may have
arisen against the state in consequence of the said invasion.

Same to be discharged.     That the governor and the council be empowered to order payments
of such sums of money as may be necessary to discharge the claims
aforesaid, and that they be requested to take the most speedy and
effectual measures to obtain repayment of any monies advanced by
this state for the use of the United States.
In auditing accounts
to follow
instructions of
governor and
council.
    That the persons so appointed, in auditing and settling the said
accounts, follow the instructions which may be given by the governor
and the council.

Commissioners for
settling navigation,
&c. of Chesapeake
Bay, &c.
                                        No. 6.
    RESOLVED, That Daniel of St. Thomas Jenifer, Thomas Stone,
and Samuel Chase, Esqs. be commissioners for this state, to meet
the commissioners appointed by the commonwealth of Virginia, for
the purpose of settling the navigation of and jurisdiction over that
part of Chesapeake Bay which lies within the limits of Virginia,
and over the rivers Potomac and Pocomoke; and that the said
commissioners, or any two of them, have full power and authority,
on behalf of this state, to adjust and settle the jurisdiction to be exercised
by the said states respectively over the said waters, and the
navigation of the same; their proceedings to be laid before the general
assembly of this state, and to be ratified or dissented to by
the said assembly.
Vacancies in board
of Auditors, how
to be filled up.
                                        No. 7.
    RESOLVED, That in case of the death or resignation of the board
of auditors, or either of them, during the recess of assembly, the
governor and the council have full power and authority to fill up the
vacancies, and that the auditor or auditors so to be appointed by
the governor and the council, qualify themselves as heretofore directed
by the resolve of this house; and that they have all the powers
given them by the said resolve.

Auditor General
to be appointed,
His duty.

                        MARCH SESSION, 1778.
                                        No. 1.
    RESOLVED, That a proper and discreet person, well versed in
accounts, be appointed to audit, examine, state and adjust, the public
accounts, and be styled Auditor General, who shall, before he
enters on the execution of his office, qualify himself before the governor
and council, or some justice of the peace, by subscribing his
belief in the christian religion, taking the oath of fidelity and support
to this state prescribed by the constitution, and the oath prescribed
by the act, entitled, An act to punish certain crimes and
misdemeanors, and to prevent the growth of toryism, and an oath
well, diligently and faithfully, to execute the duty of his office,
agreeable to this resolve, and have power to appoint a principal
clerk, who shall qualify himself by subscribing his belief in the
christian religion, taking the oaths of fidelity to this state as above
