LOTTERIES
 

            INDEX TO THE LAWS.
 

—Penalty on the managers of any lottery offending
against the provisions aforesaid,
    The managers of all lotteries drawn in the state authorised
and required to deduct from the prizes 5 per
cent. in addition to that proposed by the scheme,
—The same to be paid within sixty days to the treasurer
on the bonds of the managers to be put in suit,
    The governor and council authorised to appoint
three persons as commissioners of lotteries, and to remove
them at pleasure,
    Their salaries to be paid out of the 5 per cent. and
from no other monies, by the treasurer,
—The commissioners authorised to appoint a clerk
with a salary, payable in the same manner,
    Duties of the commissioners as to examining and approving
schemes, and signing tickets, before a sale,
    All lotteries authorised by the state shall be drawn in
the city of Baltimore, if desired by the managers, &c.
and superintended by them, or their agents, with the
assent of the commissioners,
    The commissioners directed to publish a list of all
lotteries authorised by law which have not be drawn
arranging them in the order in which they passed,
—The said lotteries to be drawn under the direction
of the commissioners, in the order as classed, except
those before excepted,
—If the mangers so first entitled shall not within
two months present a scheme, their right to draw shall
be forfeited,
—Same—if after approval the managers shall not
within four months require the commissioners to proceed,
—The managers, on such forfeiture, to return the
money, and the commissioners to give notice by advertisement
to the managers of the next lottery entitled,
—On the omission of the managers of the next lottery,
a like forfeiture to take place, and the commissioners
to notify the managers of the next, and so on in
succession,
    Duties of the commissioners in examining numbers,
blanks and prizes, care of the wheels, &c. and in prescribing
the days and hours, but to be finished within
six months,

    The commissioners not to be concerned in any lottery,
nor interested in any ticket, under the penalty
therein mentioned,
    Where managers are authorised to raise a sum of
money by more lotteries than one, and they propose a
scheme purporting to raise a less sum, they shall not
draw any other till all others have had an opportunity
to be drawn,
    No person authorised to divide tickets, and sell shares,
without permission of the managers, and having the
shares signed by their authority, and the tickets cancelled,
under the penalty therein mentioned,
    Nothing herein contained to prevent the appointment
of any manager of any lottery now authorised as
lottery commissioner,
    Oath to be taken by the commissioners,
—Same by their clerk,
    Penalty on managers, or other persons, for proposing
or publishing any scheme of a lottery, or attempting to
draw the same contrary to the provisions of this act,
    When the lotteries now allowed are drawn, or the
right forfeited, the governor and council to appoint two
additional commissioners with like salaries, &c.
    All the commissioners to give bond to the state with
five securities, (to be approved by the judges of Baltimore
