FINES AND FORFEITURES

            INDEX TO THE LAWS.
 

—To be recovered as in section 9,
—On managers or other persons proposing or publishing
any scheme of a lottery, or attempting to draw
the same contrary to this act, 5000 dolls.
—To be recovered by action of debt, one-fifth to
the informer, and the residue to the county, if in Baltimore
county to the use of the mayor and city council,
—If such lottery shall be drawn, the whole sum
purporting to be raised to belong, one tenth to the informer,
and the residue to the state, recoverable by
action of debt,
—Actions for such fines to be tried the first court,
unless continued on affidavit,
    On managers concerned in the sale of a lottery or
scheme, &c. whereby the sum raised, or any part thereof,
may be applied to any other purpose, 1000 dolls.
—On persons concerned in the purchase thereof,
5000 dolls.
—To be recovered by indictment, one half to the
informer, and the other to the state, in the county
courts, or if in the city of Baltimore in Baltimore city
court,
    Fine on the president, cashier, directors and officers
of every branch of a bank not chartered by this state,
offending against the provisions of  this act, for each offence
500 dolls.
—On any person having an agency in circulating
any note not stamped as therein directed, not exceeding
100 dolls.
—To be recovered by indictment or action of debt,
one half to the informer, and the other to the state,
    Fine for erecting booths for selling liquors within
two miles of any Methodist camp or quarterly meeting
in Anne Arundel county, $100,
—On persons refusing to deliver up or account for
public arms, to be recovered by warrant, $15,
—On masters of vessels not delivering to the register
as therein directed, inventories of the property of
German or Swiss emigrants dying on board 200 dolls.
—On retailers of liquor in the counties therein 
mentioned, suffering negroes or mulattoes, slaves, or
free, to be in their stores between sun-set and sun-rise,
50 dolls.
—Recovery and appropriation thereof,
—Penalty on receiving goods, &c. from free negroes,
    Fine on persons erecting booths or selling liquor near
the Methodist meeting in Baltimore county, 100 dolls.
    Fine on persons placing wears, &c. over a branch of
Nanticoke river in Dorchester county, 20 dolls.
—On the sheriff of Harford county not residing in
the gaol or keeping a gaoler therein, for every day, 2
dolls.
    Fine on persons obstructing the navigation of the rivers
in Worcester or Somerset counties, by throwing
out ballast, or keeping wears, &c. not exceeding 50
dolls.
—On justices convicted of granting blank warrants
or executions to any constable or party, not less than
100 nor more than 400 dolls.
—On pilots charging or receiving greater or lesser
fees than are allowed by law, for each offence, 50 dolls.
—On persons employing their vessels as pilot boats
unless licensed, for every offence 50 dolls.
    Directors or officers of a bank dealing in buying or
selling or exchanging any bank notes of this state for 
less than the nominal value, or employing a broker for
that purpose, to forfeit double the value,
