                                LAWS OF MARYLAND.

the backs of each ticket, and return the whole tickets so examined
and endorsed back to the managers, who may thereupon, without
delay, proceed to sell and dispose of said tickets.

All lotteries may
be drawn in Baltimore
—and how,
&c.
    6.  AND BE IT ENACTED, That all lotteries authorised by this
state shall be drawn in the city of Baltimore, if desired by the
managers thereof, or the persons authorised by law to propose such
lottery, and if they prefer it, to superintend the same, or procure
others with the assent of said commissioners so to do, and the said
commissioners shall within three months after their first appointment,
publish a list of all lotteries authorised by law, and which
have not been drawn as herein before declared, arranging them in
the order in which the acts authorising them were passed in point
of time, publish the same for one month in the several newspapers
in the city of Baltimore, and said lotteries shall be drawn under
the direction of said commissioners, and as is herein provided, in
the same order as the commissioners shall so have classed them,
except those herein before excepted (a); and if the managers of the
lottery so first entitled to be drawn in point of time, shall not within
two months thereafter present to said commissioners a scheme
or said lottery, for their approval, the right of said managers to
draw said lottery shall be wholly forfeited, and they shall not be
permitted or allowed to proceed in the execution of the law authorising
such lottery; and if after any such scheme shall have been
presented and approved by said commissioners, the said managers
shall not require said commissioners to proceed to draw the same
within four months thereafter, the right to draw said lottery shall
in like manner be wholly forfeited, and the managers shall return
the money, on demand, to whose who have purchased tickets; and
upon such forfeiture of right to draw any such lottery in either of
the above cases, the commissioners shall forthwith give notice in
two or more newspapers printed in Baltimore to the managers of
the next lottery entitled to be drawn, and if the managers of such
next lottery shall omit to present a scheme, or proceed to draw as
is herein before stated, the like forfeiture of right shall take place,
and the said commissioners shall then notify as aforesaid the managers
of the next lottery entitled to draw, and in succession the
managers of each succeeding lottery, in the order in which they
are entitled to draw, until all the lotteries aforesaid, authorised by
law to be drawn, shall either be forfeited in the manner herein before
provided for, or shall have been drawn.

    (a)  By 1818, ch. 212, the Washington Monument Lottery is exempted from
the delay in the time of drawing imposed by his act.
    By 1818, ch. 179, if the managers of any lottery shall not, on or before the 1st
of March 1820, signify to the commissioners, in writing, their wishes to have the
said lottery drawn, whenever their right to draw shall come in rotation, the right

of said managers to draw said lottery to be wholly forfeited.

    7.  AND BE IT ENACTED, That so soon as the managers of any
lottery approved as aforesaid, shall notify the commissioners that
they are ready with the numbers, prizes and blanks, it shall be the
duty of the commissioners to appoint a time at their office, or some
other suitable place, to examine all said numbers, blanks and
prizes, and to superintend the preparing of the same, and putting
them into the wheels, and after the commencement of preparing the
said numbers, blanks and prizes, until the completion of the drawing,
the said commissioners shall have the care, possession and
