                                LAWS OF MARYLAND.

                                            CHAP. LXI.
An Act to alter such parts of the Declaration of Rights, the Constitution
    and Form of Government, as relate to the administration of
    Oaths in certain cases.

Persons in certain
cases allowed to affirm.
    1.  BE IT ENACTED, by the General Assembly of Maryland, That 
all persons professing the christian religion, who hold it unlawful
to take an oath on any occasion, shall be allowed to make their
solemn affirmation, in the same manner that Quakers have heretofore
been allowed to affirm, which affirmation shall be of the same
avail as an oath to all intents and purposes whatever.
Court to be satisfied
that person is
conscientiously
scrupulous.
    2.  AND BE IT ENACTED, That before any such person shall be
admitted as a witness or juror in any court of justice in this state,
the court shall be satisfied, by competent testimony, that such person
is conscientiously scrupulous of taking an oath.
Part of constitution
repealed.
    3.  AND BE IT ENACTED, That the several clauses and sections
of the declaration of rights, constitution and form of government,
contrary to the provisions of this act, shall be, and the same are
hereby declared to be, repealed and annulled, on teh confirmation
hereof.

                            This act was confirmed by 1818, ch. 163.

                                            CHAP. LXII.
An Act to provide for the erection of a new Gaol in Hager's-Town,
                Washington County.

Commissioners to
purchase a site.
    1.  BE IT ENACTED, by the General Assembly of Maryland, That 
Samuel Ringgold, William Gabby, Otho R. Williams, William
Heyser, and Henry Lewis, be and they are hereby appointed commissioners
to select and purchase such lot or lots of ground in Hager's-Town,
or its vicinity, as in their judgment, or in the judgment
of a majority of them, shall be considered the most eligible,
convenient and health site, for a new gaol for the county aforesaid.
To contract for
building a gaol.
    2.  AND BE IT ENACTED, That the commissioners herein before
named, or a majority of them, be and they are hereby authorised
and empowered, to contract for and superintend the building of a
new gaol, with suitable apartments, upon the site as above by them
to be selected and purchased, upon such terms, and in such manner,
as to them shall seem most advantageous to the community.
To appoint a person
to erect building.
    3.  AND BE IT ENACTED, That the commissioners herein before
named, or a majority of them, shall have power to appoint some
capable person to superintend and direct the erection of the building
aforesaid, under the order of the commissioners, and that they
be and are hereby empowered to allow to such person so employed
such compensation as they or a majority of them may deem adequate
to his services.
Levy to be made.     4.  AND BE IT ENACTED, That the levy court of Washington
county be and they are hereby authorised and required, to assess
and levy on the assessable property of said county, in four successive
equal annual instalments, a sum not exceeding twelve thousand
dollars if necessary, the first instalment to be assessed by the
said court at the first annual session which after the passage of
this act they shall hold for the purpose of laying the county levy,
and to be collected by the collector of said county.
