Provided always, that nothing herein contained shall
be construed to interfere with or affect the rights or interest of any
other person or persons acquired before the passage of this act.

                                     CHAP. LXXX.
An Act relating to the Poor of Caroline County.  Lib. TH. No. 4, 
                                            fol. 332.

Passed Jan. 17, 1815.
    BE IT ENACTED, by the General Assembly of Maryland, That the
levy court of Caroline county be and they are hereby authorised
and empowered at their discretion, to levy annually on the assessable
property of said county, and cause to be collected, a sum of
money sufficient for the support and maintenance of not exceeding
ten poor out-pensioners, in addition to the number now authorised
by law; Provided, that the annual allowance to each of said pensioners
shall not exceed thirty dollars.

Passed Jan. 16, 1815.
    1.  BE IT ENACTED, by the General Assembly of Maryland, That 
Benjamin Wilson, Joseph Jenkins, John Davis, Samuel Briscoe
and Elias Glenn, be and they are hereby appointed commissioners,
and they, or a majority of them, are hereby authorised and directed
to lay out and open a road from the Stave Ford on the Little
Gunpowder to the city of Baltimore, and also a road from Amos's
or Baldwin's Mill on Little Gunpowder, to Long Green creek near
Aquila Hall's mill, and said road shall not exceed fifty feet in width,
shall be laid out as nearly straight as the nature of the country will
admit, and said commissioners shall make out a plot of the roads as
aforesaid directed to be laid out and opened, and return the same
to the clerk of Baltimore county court, to be recorded among the
records of the county; and the said roads, when so laid out and
opened, and the valuation of damages hereinafter directed to be
made, paid or secured to be paid, to the individuals concerned,
shall for ever thereafter be deemed and taken to be public roads,
and shall be kept in repair as are other roads in said county.

    2.  AND BE IT ENACTED, That the commissioners, or a majority
of them, shall ascertain and value if required, what damages may
be sustained by any person or persons over whose land said roads
may pass, by opening the same, taking into consideration advantages
and disadvantages; Provided, that if any person shall be dissatisfied
with any such valuation, on application to Baltimore county
court, said court shall appoint five commissioners, a majority of
whom shall, upon oath or affirmation, value and assess the damages,
and such assessment shall be final and conclusive, which shall
be paid by the persons benefitted by the opening of said roads, and
be apportioned among them by said commissioners.

Proviso.
    3.  AND BE IT ENACTED, That the justices of the levy court of
Harford county shall have power and authority to extend the road
from the Stave Ford to Belle-Air, in the same manner as said first
named commissioners are directed to lay out said roads in Baltimore
county.
