Mr. Groome, Chairman of the Committee on Federal Re- lations, to whom was referred The Joint Resolutions, requesting our Senators and Rep- resentatives in Congress, to use all proper means to procure the passage of an Act during the present Session, authoriz- ing the acceptance of the proposals of the International Steamship Company, made to- the Secretary of the Navy, looking to the establishment of an Iron Ship Building Yard, under the authority of the General Government, for the re- vival of ship building and ocean commerce, Reported the tame favorably, with proposed amendments: AMENDMENTS PROPOSED, ; Strike out second resolution, make third resolution the -second resolution.
