the Union Army, and the said Frazier has since recovered
from the State the sum of one hundred dollars, part of the
'bounty of said boy ; And whereas, by technical construction,
the said boy was not considered a slave, and the Comptroller
is proceeding by law to collect from said Frazier the said sum.
of one hundred dollars, notwithstanding he had paid for said
Stephens, and is unable, on account of losses to repay said
sum-, therefore,
Resolved by the General Assembly of Maryland, That the
Comptroller of the State and the State's Attorney of Dor-chester county, and their successors, are hereby empowered
and directed to stay all proceedings against said Frazier, for
the collection of said one hundred dollars henceforth.

Mr. Griswold, Chairman of the Committee on the Judiciary, to whom was referred
The bill entitled an Act to declare the sanction of the
general Assembly, of Maryland to the bequest of Joseph
Waltman, late of Frederick county, deceased, to the® Trus-
tees of the Evangelical Lutheran Congregation, worshiping
at New Jerusalem Meeting House, near Lovettsville, in the
county of London, and State of Virginia, or to the Treasurer
thereof, and legalizing the same,
Reported back the same favorably.
On motion of Mr. Routzahn, (the rules being suspended,)
The bill was then read a second time and ordered to be
engrossed for a third reading.
Mr. Chapman, from the Committee on the Judiciary, re-
.ported favorably,
A bill entitled an Act to repeal sections 1, 2, 3, 4, 5 and
6, of Article IV. of the Code of Public General Laws, title
"Aliens' and to re-enact the following in lieu thereof, au-
thorizing aliens to hold and dispose of real estate.
