On motion of Mr. Ardinger,
Leave was granted to the Committee on Ways and Means'
to introduce a bill to prohibit the sale of intoxicating liquors.
within three miles of Williamsport, Washington county.
On motion of Mr. Whitson,
Leave was granted to the Committee on Judiciary to in-
troduce a bill to prevent unnecessary cruelty to domestic ani-
mals.
On motion of Mr. dark, of Baltimore City.
Leave was granted to the Committee on Judiciary to in-
troduce a bill to make valid the change of the name of the .
Congregation of "Crammer Chapel," in the City, of Balti-
more, to "Church of Our Saviour."
On motion of Mr. Franklin,
Leave was granted to the Committee on the Chesapeake
Bay and its Tributaries to introduce a bill to amend section
2, of Article XCVIII. of the Code of Public General Laws,
title "Wild Fowl."
On motion of Mi, Groome,
Leave was granted to the Committee on Federal Relations
to introduce a bill to authorize the United States to procure
the condemnation of lands within the State of Maryland for
certain public purposes, and ceding the jurisdiction thereof
when so condemned to the United States.
On motion of Mr. Colton, of Baltimore City,
Leave Was granted to the Committee on Corporations to'
introduce a bill to incorporate the Baltimore Peabody Heights.
and Waverly Passenger Rail Road.
On motion of Mr. Bond,
Leave was granted to the Select Committee on Warehouse
to introduce a bill to repeal and re-enact section 20, of an
Act passed present Session, entitled an Act to regulate the
Inspection of Tobacco.
Mr. Griswold, Chairman of the Committee on the Judici-
ary, submitted the following
JOINT RESOLUTION.
WHEREAS, Charles B. Frailer, of Dorchester county, did,,
in the year 1861, purchase a certain colored boy, named;
William Stephens, from his father, William Stephens, Sen-
ior, (colored,) until the son attained the age of twenty-one
years, paying full price for said boy, and very soon thereaf-
ter, the said boy ran away from his master and enlisted in
