866 . JOURNAL OF PROCEEDINGS [Mar, 14,
The bill, entitled an Act to incorporate the Butchers' and
Drovers* Bank of Baltimore.
Endorsed, "Passed by yeas and nays, with proposed
amendments."
Also,
The Joint Resolutions instructing our Senators and' re-
questing our Representatives in Congress, to use all proper
means to induce Congress to refund the tax collected on raw
cotton, during the years 1865, 1866 and 1867, to the persona
who paid the same.
Endorsed, "Passed by yeas and nays, with proposed amend-
ments." ,
AMENDMENTS PROPOSED.
Amend by striking out all after the word "Maryland,"
and insert the following:
"That our Senators in Congress are hereby instructed, and
our Representatives, requested to use all proper means to in-
duce Congress to refund the moneys collected under the law
creating a specific tax on raw cotton, during the years 1865,
1866 and 1867, to those who paid the same. And that ft
copy of this Resolution be furnished His Excellency, the
Governor, to each of the Senators and Representatives in
Congress, from the State of Maryland.

The Speaker laid before the House, the following commu-
nication from the Hon. Joshua Vansant, Mayor of the City
of Baltimore:

BALTIMORE, March 13, 1872,
To the Hon. A. P. German,
Speaker of the House of Delegates of Maryland:
DEAR SIR :—Herewith please find a resolution of the Mayor
and City Council of Baltimore, "requesting the Legislature
of Maryland to pass no law prohibiting the use of the wharf
at the foot of Broadway, known as the County Wharf, for
the landing of the steam ferry boats of the Broadway and
Locust Point Steam Ferry Company," which in accordance
with said resolution, I transmit to you, and respectfully request you to present the same to the consideration of the
House of Delegates of Maryland.
