Ordered, That the Special Committee on Pilot Laws have
power to send for persons and papers.
Which was adopted.
On motion of Mr. Stone,
The House proceeded to the consideration of the following
order submitted by him on yesterday :
WHEREAS, The 27th section of the third Article of the Con-
stitution, provides that, "no bill shall originate in either
House during the last ten days of the Session, unless two-
thirds of the members elected thereto shall so determine
by yeas and nays;" and whereas, Monday, the 1st of April
next, is the last day of this Session of the General Assem-
bly of Maryland; therefore, be it
Ordered, That the House of Delegates will, at this Session
of the General Assembly, consider no bill which may origi-
nate in the House of Delegates, unless the bill itself (and not
the leave only) shall have been introduced and filed at the
desk of the Clerk of this House, on or before the 22nd of
March, instant, unless two-thirds of the members elected to
this House, shall so determine by yeas and nays.
The question recurring upon the adoption of the order,
It was adopted.
On motion of Mr. Cooper,
Leave was granted to the Committee on Claims, to intro-
duce a bill to refund to William E. Martin, certain monies
paid by him into the State Treasury through error.
On motion of Mr. Scott,
Leave was granted to the Committee on Education, to introduce a bill entitled an Act for the benefit of Bladensburg
Academy.
Oa motion of Mr. Bond,
Leave was granted to the Committee on Ways and Means,
to introduce a bill to appropriate a sufficient amount of
money to repair the State Tobacco Warehouses in Baltimore
City.
On motion of Mr. Miller,
Leave was granted to the Committee on the Judiciary, to
introduce a bill entitled an Act to repeal the Act of 1867,
chapter 164, entitled an Act to provide for the payment of
costs incurred before Justices of the Peace before appeals
shall be heard from their decisions, and re-enacting the same
with amendments.
