The petition of James J. Jones, and one hundred and.
seventeen other citizens, asking the abolishment of cooper-
ing in the Penitentiary,
Which was read and referred to the Committee on Manu-
factures.
Mr. Turner presented the petition of Louisa Marr, widow
of William, to be placed upon the pension rolls.
Which was read and referred to the Committee on Pen-
sions.
Mr. Young, of Allegany, presented the petition of Joseph
A. Myers and others, praying for the passage of an Act to
allow the voters of each Election District to decide whether
intoxicating liquors shall be sold in said district.
Which was read and referred to the Committee on Way
nad Means.
Mr. Stone submitted the following order:
Ordered, That the 49th rule of this House be rescinded, and
the following rule adopted in lieu thereof:
Rule XLIX.—The House shall be resolved in to a Standing
Committee of the Whole, on the condition of the State, if re-
quired by a majority of the members present, which Commit-
tee may originate bills or resolutions, bills on their third
reading, and all other matters on their second reading shall,
if required by a majority of the members present, be commit-
ted to a Committee of the whole Mouse.
Ordered further, That the 22nd rule shall be rescinded,
and the following rule adopted in its stead.
Rule XXII.—The previous question shall be in this form:
"Shall the main question be now put?" It may be called
for on any question, the whole or any section of a bill, and.
when demanded by a majority of the members present, it
shall preclude all further amendment or debate on the ques-
tion, bill or section on which it has been demanded.
Ordered further, That the words, "And no motion for re-
consideration shall be postponed or laid on the table," shall
be stricken from the 39th rule.

Ordered to be printed.
Mr. Hurtt submitted the following order :
Ordered, That Mr. Wilmer have leave of absence until
Wednesday next.
