Leave was granted to the Committee on Ways and Means
to introduce a bill to provide for the collection of arrearages
of State taxes due on the shares of capital stock of Na-
. tional banks and banking associations located in this State,
and doing business therein.
Mr. Griswold also submitted the bill, as granted in above
leave.

on Ways and Means.

The bill, entitled an Act to amend and re-enact sections
85 and 86, of Article IV., of the Code of Public Local Laws
of Baltimore City, entitled "Auctions,"
Reported back the same with proposed amendments as a
substitute.
AMENDMENTS PROPOSED.
A bill, entitled an Act to amend and re-enact section 86,
of Article IV., of the Code of Public Local Laws of Balti-
more City, entitled (< Auctions," as amended by chapter 133,
of the Act of the General Assembly of Maryland, passed at
January Session, 1870.
Section 1. Be it enacted by the General Assembly of Mary-
land, That section 86, of the Code of Public Local Laws, in
regard to auctions in the City of Baltimore, as amended by
chapter 133 of the Act of General Assembly of Maryland,
be repealed, and re-enacted so as to read as follows:
Sec. 86. All real estate and vessels, all wines and ardent
spirits, foreign or domestic, all goods, wares and merchan-
dise and effects imported from any place beyond the Cape of
Good Hope, all stocks of banks, or other incorporated insti-
tutions, State or city loans, goods and effects of deceased
persons or insolvent debtors, or property sold under an order
or decree of any court, at the rate of fifty cents on every hun-
dred dollars; and coffee, tea, raw cotton, sugar and mo-lasses, foreign or domestic, at the rate of ten cents on every
hundred dollars, except in cases where an auctioneer shall
have taken out a special license, at the rate of seventy-five
dollars per annum, to sell at public auction stocks of banks,
or other incorporated institutions, State or city loans, when,
in which event, but not otherwise, no auction duty upon se-
curities shall be paid by the auctioneer who has taken out
such & special license.
