350 JOURNAL OF PROCEEDINGS [Feb. 9,
On motion of Mr. Smith,
Leave was granted to the Committee on the Chesapeake
Buy and its Tributaries, to introduce a bill, to regulate the
standard for measuring oysters in the shell, in the City of
Baltimore
OB motion of Mr. Sasscer,
Leave was granted to the Committee on Claims, to intro-
duce a hill, to pay Henry Brooke, Clerk of the Circuit Court
for Prince George's county, one hundred and sixty-two dollars and ninety cents, money due him for work done for the
State of Maryland.
The hour having arrived for taking up the order of the
day,
Mr. Kirk moved that the consideration of the order of the
day be postponed, and that the House proceed to the consid-
eration of the bill, entitled an Act. to repeal sections 82, 83,
84, &5, 87 and 89, as amended by the Act of 1862, chapter
55, and section 91 of the Code of Public Local Laws of Fred-erick county, relating to the Mayor, Aldermen and Common
Council of Frederick city, and re-enact substitutes therefor.
Which was decided in the negative.
On motion of Mr. Kirk,
The further consideration of said bill was postponed, and
the bill made the order of the day for Wednesday, 14th inst.
On motion of Mr. Groome,
The consideration of the order of the day was postponed
for five minutes,
When, Mr. Groome, as Chairman of the Committee on
Federal Relations, submitted the following
JOINT RESOLUTIONS:
"WHEREAS, It is the opinion of the General Assembly of the
State of Maryland, that as the several States before the adop-
tion of the Constitution of the United Stiles were politically
equal, it was designed and provided by the terms of that in-trustment, that each State should be left upon terms of perfect
equality with each and every other State, and
WHEREAS, This? General Assembly is of the opinion, that
when from any cause, the rights of any portion of the Ameri-
can people are infringed, it is the right and duty of the Legis-
lature of Maryland, to protect in firm and respectful terms,
and by proper exertions to endeavor to. right the wrong, and
remedy the evil complained of, and
