1872.] OF THE HOUSE OF DELEGATES. 351 WHEREAS, This General Assembly regard the laws passed by Congress levying a specific tax on raw cotton during the years 1865, 1866 and 1867, ". product confined by the law of climate to a narrow belt in the Southern states, and leaving all other agricultural products untaxed, as unjust, unequal, invidious, in conflict with rules of apportionment, awl uni- formity intended to provide against such legislation; and said laws of Congress we e calculated because of their unequal. operation, to engender incurable jealousy and discontent among the people of the States thus injured; therefore, Resolved by the General Assembly of the State of Maryland, That justice, sound policy and that paternal affection which should exist among the States, require (hat moneys collected , under such circumstances should be returned to those who paid the same. .Resolved, That in aid of Justice, harmony and conciliation, we earnestly invoke the Congress of the United States to re- pair the injury complained of by refunding the moneys col- lected under said tax law, to the persons who paid the same.- Resolved, That while we are deeply sensible of the neces- . sity of retrenchment to pay off the public debt, we are, never- theless, constrained to believe that there is no debt more snored than that which arises from the collection of taxes in disre- gard of the Constitution; and we believe it is more just that the whole people should contribute to pay such debt out of their common wealth, than, that those who were thus taxed in their poverty should bear alone so unequal a burden. Resolved, That our Senators in Congress are hereby in- structed, and our Representatives requested to use all proper means to induce Congress to refund the moneys collected under said lax to those who paid the same; and that a copy of the foregoing preamble and resolutions be furnished by his Excellency, the Governor', to each of the Senators and Representatives in Congress from the State of Maryland. Which were read a first time. Mr. Groome moved that said resolutions be read a second lime this day, in accordance with the provisions of the Con- stitution, Article III.., section 28.
