The House met, and was opened with prayer by the Chap-
lain.
Present at the call of the roll the following members :

The Speaker laid before the House the following communication from Hon,, Joshua Vansant, Mayor of the City of
Baltimore.

, Baltimore, Feb. 8th, 1871.
To the. Honorable,
The General Assembly of Maryland:
GENTLEMEN—I have the honor to transmit herewith a certified copy of an ordinance of the Mayor and City COUNCIL of
Baltimore, approved February 8th, 1872, entitled "An ordinance to authorize the issue of the bonds "of the City. of Baltimore, to provide funds for the building of the New City
Hall." And as instructed by the eighth section of the same,
respectfully request the passage of an Act by your Honorable
Body to authorize the issue and application of City Stock as
-therein provided for.
