son authorized to administer oaths, to discharge the
powers entrusted to them by this Act in good faith,.
without prejudice or partiality to any one interested,
and shall appoint one of their number, or other
competent person, to make said survey, to whom
they shall administer a like oath, which oaths shall
be annexed to and returned with their report herein-
after provided for, and the said commissioners may
also appoint such other assistants or laborers as they
may find necessary.
SEC. 3. And be it enacted. That after giving suchi notice as they deem necessary, the said
commissioners, or a majority of them, shall sur-
vey the said river between the points designated
and the said cove, and cause a plat and accu-
rate delineation thereof to be made, and shall estab-
lish a building line on Loth sides of the said river
and cove, and shall cause the same to be accurately
defined and laid down on the said plat [plat,] and
particularly described in the explanations to be an-
nexed to their plat; and said plat and explanations,
with a full report of their proceedings, certified
under the hands of the commissioners, shall, as soon
as it can conveniently be done, be made to the Cir-
cuit Court for Somerset county.
SEC. 4. And be it further enacted. That the said
commissioners, in performing the duties assigned to
them under this Act, shall have constantly in view
the probable future as well as the present needs of"
commerce" at Crisfield, and so adjust the lines of
improvement as to secure and preserve the most
commodious harbor possible; audit, in their Judgment, the proper line of building shall not exclude
all the structures existing at the time of their sur-
vey, they may establish the said building lines across
said structures, and order the said structures, or so
much thereof as may extend beyond the said line so.

SEC. 5. And be it enacted. That the report of the said
commissioners shall be in the said court subject to
