'be registered as a qualified voter; but after the first
registration under this Act the old registration lists
shall be used as a basis of the new registration, and
no person whose name appears on the last registry
list of any ward shall have his name stricken there-from localise of Ins failure to again apply for regis-
tration, and after the first registration it shall be the
duty of the officer of registration, when giving notice
as aforesaid of the time and place when lie will sit
to correct the registry list of his ward, to publish in'
the same manner that said notice is published a list'
of all names stricken from the registry list of his ward,
and a separate list of all the names placed upon said
lists since the registration of the year before.
SUB-Suc. 6. Every such officer of registration shall,'
seven days before an}' municipal election in said city,1
deliver the books containing the names of the quali-
fied voters of his ward, arranged in alphabetical
order, noting opposite to the name of each person
wether white or colored, and tie street, lane, alley or
other local designation of his residence, to the Regis-
ter of Frederick city, whose duty it shall be to safely
keep said books and permit no person to have access
to it except in his presence or in fie presence of one
of his deputies, until the morning of election, when,.
the said Register shall deliver to the judges of elec-
tion for each ward tie book of registration of said e
ward; and the said Register of Frederick city sliall
take an subscribe an affidavit, written in eacli of said
books, proving the same to be the l)ook delivered to
him by the officer of registration of the ward to the
judges of election in wliicli it is given, and at tie
same time the said Register of Frederick city shall
deliver to the judges of election of the respective
wards, an accurate list of the names of the resident
voters oftlieir respective wards, with their color and
residence placed opposite their respective names, to
be used as the list to be voted from, and checked oft".
SUB-SEC. 7. It shall be the duty of said officers ofi
registration of the respective wards, to cause a list of)
the qualified voters in tlieir respective wards of the1
city to lie pulilislied in at least one newspaper in
Frederick city, and in handbill form, and to have
